The Blenny has a translucent green body and a light brown head with small blue spots and two thin, horn-like cirri above its eyes. Males have a broad white or tan band curving down from the eye.

The Twinhorn Blenny inhabits holes in rocky areas near the shoreline. It is not shy and rarely moves unless closely approached.
